Project Engineering Manager (PEM) – Manchester

Location: Manchester (office-based up to 3 days per week, with flexibility and some travel)
Security Clearance: Able to achieve SC clearance required


About the Role

The Project Engineering Discipline provides multi-discipline engineering leadership and coordination across the engineering project lifecycle for projects in the Energy, Water, Transport, Nuclear, and Defence sectors.

We are expanding our Infrastructure sector engineering team for UK projects in nuclear fuels, decommissioning, water, and transport. We are seeking candidates with significant experience in Project Engineering Manager roles at concept, FEED, and detailed design stages — particularly on sites with major chemical process hazards and in highly regulated environments, including civils and structural schemes.


Role Purpose

As a Project Engineering Manager, you will be responsible for managing the delivery of multi-disciplinary engineering design on major projects, ensuring they are delivered to schedule, within budget, and to the highest safety and quality standards.

This is a client-facing role, requiring oversight of engineering activities from concept through to detailed design. You will work closely with multiple stakeholders, suppliers, and project partners to achieve successful project outcomes.


Key Responsibilities

  • Manage the delivery of multi-discipline engineering design across the project lifecycle, ensuring designs are safe-by-design, sustainable, digitally enabled, cost-effective, compliant, and technically sound.

  • Identify and allocate engineering resources effectively for maximum productivity.

  • Ensure all engineers understand project scope, design basis, budget, and programme requirements.

  • Coordinate engineering and design interfaces between all project stakeholders and supply chain partners.

  • Manage contractual communications, progress meetings, risk reviews, cost reports, and action close-outs.

  • Provide regular performance updates to senior management.

  • Control project scope and protect against uncontrolled scope creep.

  • Deploy and monitor engineering processes, including design strategy, deliverable registers, schedules, work breakdown structures, process safety management, and governance.

  • Identify and mitigate project risks early, escalating issues where needed.

  • Ensure compliance with governance processes and secure necessary approvals.

  • Build strong working relationships across teams to promote collaboration and trust.

  • Lead by example, upholding the highest standards of safety, ethics, and professionalism.

  • Support business development by contributing to bids, proposals, and engineering strategies.

  • Mentor and develop junior engineers.

  • Contribute to the improvement of engineering processes, standards, and methods.


Essential Criteria

  • Significant experience coordinating multi-discipline teams across the full project lifecycle on major contracts.

  • Thorough knowledge of project delivery processes from initial bid to handover.

  • Understanding of UK technical and regulatory standards and global best practices.

  • Strong leadership in process safety, quality, and environmental management.

  • Knowledge of Project Controls (Schedule, Cost, Risk, Change Management).

  • Collaborative, innovative, and adaptable.

  • Proven customer-facing and relationship-building skills.

  • Excellent communication skills (written and verbal).

  • Ability to work from the Manchester office 3–5 days per week.

  • Willingness to travel to client offices, project sites, and suppliers.


Desirable Criteria

  • Knowledge of CE marking requirements for plant and equipment.

  • Experience in energy transition projects (e.g., Green/Blue Hydrogen, CCUS, emissions reduction).

  • Strong engineering and business software skills.

  • Experience in civils, structures, and infrastructure projects.

  • Experience in nuclear, chemical, or similar process industries.


Qualifications

Essential:

  • Honours degree or equivalent in an engineering discipline.

  • Ability to obtain SC clearance.

Desirable:

  • Chartered Engineer and membership of a professional engineering institution.

  • Association for Project Management qualification/accreditation.


Additional Information

  • The role is based in Manchester with hybrid working arrangements.

  • Short-notice travel may be required for business purposes.

  • The role involves working in highly regulated environments, including sites with major chemical process hazards.
