Job Description:
YOUR ROLE:
You will oversee the supply chain to ensure the consistent delivery of equipment, materials and services while identifying possible obstacles that may affect the project schedule or the plant productivity.
You will oversee all vendor and services contract processes from tender contract template preparation: Invitation To Bid (ITB), vendor/contractor selection and qualification, commercial and contractual negotiations.
You will prepare the final decision package for the approval of the management before award.
You will be monitoring the contracts’ life till their closure, with the support of the Contract and Technical experts.
You will also oversee and maintain the relationship with all vendors and contractors and all transportation details.
You will prepare, maintain and expand the vendor and contractor database.
As deputy Procurement and Logistic Director, you will contribute to define and implement the Procurement Strategy, the Contracting Strategy and the Logistic philosophy. Your work as deputy P&L Director will also encompass supervising the supply of reagents and the sales of by-products in close cooperation with the Project Director’s team for the potential qualification of any by-products if necessary.
YOUR RESPONSIBILITIES:
Provide input to Project contracting strategy and be responsible for its implementation especially for the Long Lead Items
Propose Project procurement and logistics strategy and implement it
Lead the preparation of the vendor and contractor tender processes and matrices of evaluation with the Contract and Technical experts (TBT, CBT and Final Bid Evaluation matrices)
Negotiate prices and lead times ensuring project schedule and ensure optimum warrantee conditions are obtained in cooperation with the Logistics and Custom clearance experts
Together with the Technical experts, negotiate optimum Performance guarantee
Monitor, inquire and expedite the vendor contracts from the manufacturing plants of the vendors to the construction sites ensuring optimum quality of goods and delivery of equipment and bulk material from various vendors
Contribute to finding the optimum economic solution to any schedule delivery issue
Build and maintain commercial relationships with vendors of equipment and bulk material and with vendors of plant reagents and other business connections while scouting for additional vendors
Maintain commercial-related documents and correspondence
Provide same contractual procurement services for construction services in cooperation with the Construction Director.
Prepares final decision packages for the approval of the management
Troubleshoot commercial and contract-related problems, such as quality, logistics and expediting issues
Minimize variation orders to Company and maintain counter register in anticipation
Monitor progress of contract execution and keep track of the main contract milestones and extend, renew, or close contract out as planned or necessary
Assist Company’s compliance and QA/QC team with mandatory standards
Stay informed about changes to relevant rules and regulations
Develop new opportunities
YOUR PROFILE:
High competency in Project procurement and services contracts
Solid experience in a similar role and project environment, ideally in the context of Oil & Gas, Process Engineering and/or Construction
Very good network of vendors in the related industrial domains
Excellent communication, planning and negotiation skills
Strong team player and Management skills
Proficiency in the use of MS Office (which includes MS Project)
Perfect English language skill is required
